In a collaborated effort, UHERO, the Chamber of Commerce Hawaii and other local industry associations released their survey on 4/27/20 regarding the COVID-19 impact on businesses and their employees. As expected, large revenue losses were confirmed. Almost 33% of the businesses that participated in the survey reported revenue numbers have essentially dropped to zero.

Although the latest memo released on 4/24/20 by the Senate Special Committee on COVID-19 predates the UHERO report by three days, the special committee was already outlining a plan to re-open Hawaii while remaining committed to mitigating the virus. The special committee even goes as far as exploring the idea of creating a new economic model for Hawaii.
